Interesting guy Sir Joseph, he was born at Halesworth which is about 20 miles from me.

As I understand it, each collector (or group of collectors on an expedition) have a unique reference.
There is a reference list of collectors at the front of the RHS Plant Finder hard copy.
I checked my copy of 2005-2006 and was rather surprised that there was no entry for JH
If anyone confirm that JH is indeed the reserved collector code for Sir Joseph Hooker then that would be a good start.

Palustris:
Now been told it might be JH1945, the writing is not that clear. Still Kazahkstan though. N one has come up with a name yet.
Hooker did not collect in that part of Asia.

Noted a certain JH in the listing was Halda, J.
Surfed on "halda paeonia" and got this:

I suspect you might find that plant in his book The Genus Paeonia

Good thinking. I have got this book and had a look. There is no mention of Kazahkstan nor of a Paeony by that name, nor any collection numbers. Odd.
